Bad credit and HELOC? - fha refinance bad credit

I had the house was built in 1999. We have never refinanced or not. We have bad credit and we are working to improve things. Is there a company that leads the / HELOC home equity, if your credit is bad. We arrived late in some of our current mortgage and can not refinance with FHA. Has anyone good ideas.
